Intent

Render core.diagram blocks from Mermaid source server-side to a single inline SVG as a pure function.

Acceptance criteria

Render core.diagram blocks from Mermaid source server-side to a single inline SVG
Keep the renderer a pure function with no headless browser, no client bundle and no network
Apply theme-token colouring with no literal colour values in output

Explicitly out of scope

core.chart renderers are covered by E31-S01
The shared accessibility contract is covered by E31-S03

Test plan

Render a Mermaid diagram and assert a single inline SVG output

Rollback note

Roll back the diagram renderer; no data migration
