Parent epic: [E20] Backup/restore (#48)

Intent

Restore a backup starting from an empty installation, validating dependency and version state so the recovered stack matches the backed-up release.

Acceptance criteria

Restore starts from an empty environment and rebuilds the database and media
The matching EPPP release is used to run and validate migrations
Dependency and version state is validated before restore is considered complete

Explicitly out of scope

Producing the backup itself (E20-S01)
The automated scheduled restore smoke (E20-S03)

Test plan

Restore a captured backup into an empty stack and smoke Home, admin and article

Rollback note

Re-run from the empty installation state to discard a failed restore
