Intent

Define export format v1 as a versioned manifest so portable exports can be validated and re-imported.

Acceptance criteria

The export contains a versioned manifest describing its contents
The manifest version is checked before import proceeds

Explicitly out of scope

Emitting site configuration and content into the export (E21-S02)
Validating an import and rejecting invalid data (E21-S03)
Reporting unavailable extension/block dependencies (E21-S04)

Test plan

Produce an export and confirm a versioned manifest is present and readable

Rollback note

The format is additive; no runtime state changes require rollback
