Intent

Validate imports so invalid data is never silently partially imported.

Acceptance criteria

Format version and core compatibility are validated on import
Extension dependencies, block versions and settings schemas are validated
Duplicate IDs/slugs are detected and rejected
Invalid data is never silently partially imported

Explicitly out of scope

Producing the versioned manifest (E21-S01)
Emitting content and configuration into an export (E21-S02)
Reporting unavailable extension/block dependencies before mutation (E21-S04)

Test plan

Import both valid and invalid exports and confirm invalid data is rejected whole

Rollback note

Import is validated before mutation; reject the import to avoid partial changes
