Intent

Run a pre-upgrade check that identifies incompatible extensions and failed backups or migration prerequisites before an upgrade proceeds.

Acceptance criteria

Incompatible extensions are identified before upgrade
Failed backups or migration prerequisites are identified before upgrade

Explicitly out of scope

Recording the release manifest fields (E22-S01)
Documenting operator response to a failed upgrade (E22-S03)

Test plan

Run the check against an upgrade with a known incompatible extension and confirm it is flagged

Rollback note

The check is read-only; it mutates no state so nothing needs rollback
