Intent

Audit admin and public surfaces for visible focus and semantic structure so the platform meets the accessibility contract.

Acceptance criteria

Semantic landmarks are present on admin and public surfaces.
A skip link bypasses repeated navigation.
Visible focus is maintained on all interactive elements.
Forms are labelled and heading order is meaningful.

Explicitly out of scope

Keyboard journey suite (E23-S01) and reduced motion (E23-S02).
Extension accessibility checklist (E23-S04).

Test plan

Automated audit asserting landmarks, skip link, labels, and heading order across surfaces.

Rollback note

No data or state change; audit is read-only.
