Intent

Agree reference hardware, then measure latency, DB timings, and asset sizes before setting contractual SLOs.

Acceptance criteria

Reference hardware is agreed and recorded.
Home and article p50/p95 latency is measured on the reference hardware.
Database timings and asset sizes are measured.
Contractual SLOs are set only from the measured evidence.

Explicitly out of scope

Zero-JS public assertion (E25-S01) and query-count regression (E25-S02).

Test plan

Run the benchmark harness on reference hardware and record the measured results.

Rollback note

No state change; benchmark is read-only.
