Parent story: [E00-S01] Workspace bootstrap (#58)

Intent

Implement tsconfig.base.json so every workspace package shares a strict base TypeScript configuration.

Acceptance criteria

  • a strict tsconfig.base.json is committed to the workspace
  • every package extends the base tsconfig

Explicitly out of scope

  • workspace/package manifests (E00-S01-T01)
  • ESM package boundaries (E00-S01-T03)
  • dependency-boundary rule/test (E00-S01-T04)

Test plan

  • compile every workspace package with the base config

Rollback note

  • revert the tsconfig change; no runtime data affected
