Intent

Add root scripts so build, test and typecheck run from the workspace root.

Acceptance criteria

root commands exist for build
root commands exist for test
root commands exist for typecheck

Explicitly out of scope

dependency-boundary rule/test (E00-S01-T04)
non-container developer path docs (E00-S01-T06)

Test plan

run the root build/test/typecheck commands from a clean checkout

Rollback note

revert the root script changes in package.json
