Parent story: [E00-S01] Workspace bootstrap (#58)

Intent

Separate the workspace into apps, packages and extensions directories.

Acceptance criteria

apps, packages and extensions are separated in the workspace layout
each package sits in the correct top-level directory

Explicitly out of scope

strict base tsconfig (E00-S01-T10)
root build/test/typecheck commands (E00-S01-T12)
frozen lockfile clean install (E00-S01-T13)

Test plan

verify the workspace layout has apps/packages/extensions separated

Rollback note

revert the directory/workspace layout changes
