Intent

Store site configuration values and validate them at runtime.

Acceptance criteria

Site configuration values are stored.
Stored values are validated when read at runtime.

Explicitly out of scope

Canonical URL validation (E03-S01-T03).

Test plan

A test persists values and asserts runtime validation.

Rollback note

Data-only change; reverting stored values restores prior state.
