Intent

Make public rendering read configuration via the service interface instead of constants.

Acceptance criteria

Public rendering reads configuration via the service interface.
No public template reads hard-coded configuration constants.

Explicitly out of scope

Bootstrap default placement (E03-S01-T04).

Test plan

A test verifies rendering depends on the service, not constants.

Rollback note

Code change; revert restores the prior rendering source.
