Reject an invalid canonical URL for the site.

Acceptance criteria

An invalid canonical URL is rejected.
A valid canonical URL is accepted.

Explicitly out of scope

Runtime validation of other fields (E03-S01-T01).

A test covers valid and invalid canonical URLs.

Rollback note

Validation-only; no state is changed on rejection.
