Intent

Confine bootstrap defaults to bootstrap/config code, never templates.

Acceptance criteria

Bootstrap defaults exist only in bootstrap or config code.
Templates contain no hard-coded bootstrap defaults.

Explicitly out of scope

Public rendering service-interface reads (E03-S01-T02).

Test plan

A check confirms defaults are absent from templates.

Rollback note

Code refactor; revert restores the prior location.
