Intent

Implement the content application commands.

Acceptance criteria

createDraft, updateDraft, publish, and unpublish are implemented.
getById, getPublishedBySlug, and listPublished are implemented.

Explicitly out of scope

Slug uniqueness and publish state rules (E04-S02-T02/T04).

Test plan

Command tests cover each operation end to end.

Rollback note

Commands are transactional; failures leave no partial state.
