Intent

Enforce slug uniqueness at both the DB and application layers.

Acceptance criteria

Slug uniqueness is enforced at the application layer.
Slug uniqueness is enforced at the DB layer.

Explicitly out of scope

Publish state transition validation (E04-S02-T04).

Test plan

A test asserts duplicate slugs are rejected at both layers.

Rollback note

Unique constraint/index; revert drops the constraint.
