Intent

Validate publish state transitions before applying them.

Acceptance criteria

Valid publish state transitions are applied.
Invalid publish state transitions are rejected.

Explicitly out of scope

UTC/TIMESTAMPTZ timestamp handling (E04-S02-T05).

Test plan

A test asserts valid transitions succeed and invalid ones fail.

Rollback note

Validation-only; rejected transitions leave state unchanged.
