Intent

Store content timestamps as UTC/TIMESTAMPTZ.

Acceptance criteria

Content timestamps are stored as TIMESTAMPTZ.
Timestamps are normalised to UTC.

Explicitly out of scope

Slug uniqueness enforcement (E04-S02-T02).

Test plan

A test asserts stored timestamps are UTC/TIMESTAMPTZ.

Rollback note

Column type change; revert restores the prior timestamp type.
