Parent story: [E05-S01] Administrator bootstrap (#72)

Intent

Bootstrap the administrator exactly according to the documented first-run path.

Acceptance criteria

  • Bootstrap succeeds only via the documented first-run path
  • First-run path creates exactly one administrator with supplied credentials

Explicitly out of scope

  • No universal/default password (E05-S01-T01)
  • Argon2id password hashing (E05-S01-T02)
  • Secret/password log redaction (E05-S01-T04)

Test plan

  • Run the documented first-run path in a clean installation

Rollback note

  • Remove the created administrator and rerun the documented path
