Parent story: [E05-S02] Opaque DB-backed session (#73)

Intent

Return a 401 from the admin API to anonymous callers.

Acceptance criteria

  • Admin API returns a 401 to an anonymous caller
  • Anonymous response contains no admin data or session hint

Explicitly out of scope

  • Token generation (E05-S02-T01)
  • Lookup hash storage (E05-S02-T02)
  • Secure/HttpOnly/SameSite attributes (E05-S02-T03)
  • Logout revocation and expiration (E05-S02-T04/T05)

Test plan

  • Automated test calls the admin API unauthenticated and expects 401

Rollback note

  • Revert auth guard change and redeploy previous build
