Intent

Implement the compatibility validator covering all five documented checks.

Acceptance criteria

Validates API version, core version range, dependencies, manifest schema, and contribution IDs.
Marks an incompatible extension incompatible with diagnostics without affecting unrelated features.

Explicitly out of scope

The manifest contract (E11-S01) and extension context (E11-S02).
Persisting extension state (E11-S04).

Test plan

Run the activation sequence with valid and each invalid manifest and assert the resulting state.

Rollback note

Disable the validation gate and re-activate; no data migration is required.
