Intent

Produce derivatives at every applicable width without upscaling.

Acceptance criteria

Produce derivatives at widths 480, 800, 1200, 1600 and 2400 without upscaling
Emit AVIF and WebP per width plus one universal JPEG fallback

Explicitly out of scope

Metadata stripping is covered by E29-S02-T01
Original-bytes-never-served is covered by E29-S02-T03

Test plan

Assert every applicable width has AVIF and WebP plus JPEG derivatives, never upscaled

Rollback note

Regenerate derivatives after rollback; no schema change
