Intent

Ignore corrupt or unknown tokens safely, treating them as an absent identity without an error.

Acceptance criteria

A corrupt token is ignored without throwing.
An unknown token is ignored without throwing.
Resolution proceeds as if no identity existed.

Explicitly out of scope

Lazy creation, token generation, hashing, expiration and cookie contents (sibling tasks T01-T05).

Test plan

Assert a corrupt cookie value yields no identity and no error.
Assert an unknown hash yields no identity and no error.

Rollback note

Revert the commit. No data changes.
