Parent story: [E17-S03] Owner theme policy (#125)

Intent

Implement the owner theme policy settings: allowVisitorThemeSelection (default false) and visitorSelectableThemeIds.

Acceptance criteria

allowVisitorThemeSelection is stored and defaults to false.
visitorSelectableThemeIds stores the selectable-theme whitelist.
Resolution reads the policy to allow or deny selection.

Explicitly out of scope

The preference service (E17-S02), the client island (E18-S01) and the mutation endpoint (E18-S02).

Test plan

Assert the default is false on a fresh configuration.
Assert whitelist ids constrain which themes are selectable.
Assert a disabled policy forces the site default theme.

Rollback note

Configuration-only; revert settings and commit. No migration.
