Intent

Implement the endpoint that persists a visitor's theme choice after validating the requested theme.

Acceptance criteria

The endpoint rejects uninstalled, disabled and unpermitted themes.
A valid choice persists under the visitor's identity.
The cookie remains free of theme data.

Explicitly out of scope

The client island (E18-S01), SSR resolution (E18-S03) and the disable fallback (E18-S04).

Test plan

API tests for each rejection path.
API test that a valid theme persists.
Assert no theme data appears in the cookie.

Rollback note

Additive endpoint; revert the commit. Stored preferences remain but are ignored.
