Intent

Implement the missing dependency report so import names required extension/block types that are unavailable before mutation.

Acceptance criteria

Import reports required extension/block types that are unavailable
The report is produced before mutation where possible

Explicitly out of scope

Validating format/version/schema on import (E21-S03)
Producing the versioned manifest (E21-S01)
Emitting content and configuration into an export (E21-S02)

Test plan

Import an export referencing an unavailable extension/block and confirm the report names it

Rollback note

Reporting precedes mutation; aborting before mutation leaves state unchanged
