Parent story: [E22-S01] Release manifest (#140)

Intent

Implement the release manifest that records core version, API version, migration level, extension versions, image digest and golden tuple.

Acceptance criteria

Core version and extension API version are recorded in the manifest
DB migration level and built-in extension versions are recorded
Container image digest and supported golden tuple are recorded

Explicitly out of scope

Detecting incompatible extensions before upgrade (E22-S02)
Documenting operator response to a failed upgrade (E22-S03)

Test plan

Build a release and confirm the manifest contains every recorded field

Rollback note

The manifest is read-only metadata; regenerating it undoes any bad edit
