Acceptance criteria

A CVE triage procedure is documented.
An emergency patch lane and a release procedure are documented.

Explicitly out of scope

Threat model (E24-S01), rate limits (E24-S02), and CSP/security headers (E24-S03).

Test plan

Review the process and triage a simulated CVE end-to-end.

Rollback note

Documentation only; no state change.
