Parent story: [E25-S01] Zero-JS public assertion (#151)

Intent

Enforce that baseline Home and article pages carry no hydration bundle.

Acceptance criteria

Baseline Home and article pages emit no hydration bundle.
A CI assertion fails the build if a hydration bundle appears on baseline pages.

Explicitly out of scope

Query-count regression (E25-S02) and the reference benchmark (E25-S03).

Test plan

Run the CI assertion and confirm baseline pages emit no hydration bundle.

Rollback note

No state change; the assertion is build-time.

Owning stream

platform

Risk quadrant

agent-full
