Intent

Verify that a core migration failure degrades safely: the application does not become ready (section 65).

Acceptance criteria

When a core migration fails the application does not become ready.
A structured diagnostic identifies the failing migration.

Explicitly out of scope

PostgreSQL unavailable (E26-T01) and extension migration failure (E26-T03).

Test plan

Inject an invalid core migration and assert the app does not report ready with a diagnostic.

Rollback note

Test-only; removing the invalid migration restores readiness.
