Intent

Verify that an extension migration failure degrades the optional capability with a clear diagnostic, keeping the core available (section 65).

Acceptance criteria

When an extension migration fails the affected extension degrades with a clear diagnostic.
The platform core remains available rather than becoming entirely unavailable.

Explicitly out of scope

PostgreSQL unavailable (E26-T01) and core migration failure (E26-T02).

Test plan

Inject a failing extension migration and assert the core stays ready with a diagnostic naming the extension.

Rollback note

Test-only; reverting the migration restores the extension.
