Intent

Verify that a missing theme degrades safely by falling back to a default theme with a clear diagnostic (section 65).

Acceptance criteria

A missing theme falls back safely to a default theme.
A clear diagnostic records the missing theme.

Explicitly out of scope

Invalid settings (E26-T05) and missing block extension (E26-T08).

Test plan

Reference a missing theme and assert fallback rendering with a diagnostic.

Rollback note

Test-only; restoring the theme returns to intended rendering.
