Intent

Verify that a corrupt visitor cookie degrades safely by being ignored with defaults applied (section 65).

Acceptance criteria

A corrupt visitor cookie is ignored and defaults are applied.
No error surfaces to the visitor and the site stays available.

Explicitly out of scope

Missing theme (E26-T06) and missing media (E26-T09).

Test plan

Send a corrupt cookie and assert default preferences are applied with no error.

Rollback note

Test-only; no persistent state change.
