Intent

Verify that a missing block extension degrades safely by rendering a controlled fallback with a clear diagnostic (section 65).

Acceptance criteria

A missing block extension renders a controlled fallback.
A clear diagnostic identifies the missing block.

Explicitly out of scope

Corrupt visitor cookie (E26-T07) and missing media (E26-T09).

Test plan

Render content referencing a missing block and assert fallback rendering with a diagnostic.

Rollback note

Test-only; restoring the extension returns intended rendering.
