Intent

Verify that missing media degrades safely by rendering a controlled fallback with a clear diagnostic (section 65).

Acceptance criteria

Missing media renders a controlled fallback or placeholder.
A clear diagnostic identifies the missing media.

Explicitly out of scope

Missing block extension (E26-T08) and extension activation exception (E26-T10).

Test plan

Render content referencing missing media and assert fallback rendering with a diagnostic.

Rollback note

Test-only; restoring the media returns intended rendering.
