Parent epic: [E00] Repository and runtime foundation (#28)

Intent

As an operator, I want one standard command to run EPPP without installing application dependencies on the host.

Acceptance criteria

docker compose up -d starts the database and application
PostgreSQL health check gates application start
application health endpoint succeeds
database volume persists across restart and recreate
application runs as a non-root user
application root filesystem is read-only except declared mounts/tmpfs
amd64 and arm64 are build targets
secrets are not embedded in the image

Explicitly out of scope

workspace bootstrap and package manifests (E00-S01)
PostgreSQL adapter and migration runner (E00-S03)
configuration service validation (E00-S04)
CI quality baseline pipeline (E00-S05)

Test plan

CI builds the application image
Compose stack starts from empty volumes
HTTP smoke test passes
persistent fixture survives an app restart

Rollback note

docker compose down stops the stack; docker compose down -v removes volumes for a clean reset
