Intent

Provide a validated configuration service that reads settings via a single adapter, validates them at startup, and keeps secrets out of logs.

Acceptance criteria

configuration schema is defined with TypeBox/Ajv
missing required setting gives a field-specific startup error
secrets automatically redact from logs
no application module reads process.env directly except the configuration adapter
.env.example contains placeholders only

Explicitly out of scope

PostgreSQL adapter and migration runner (E00-S03)
Docker Compose baseline stack (E00-S02)
CI quality baseline pipeline (E00-S05)

Test plan

startup with a missing required field reports that field name
secret values are absent from log output
static check confirms only the adapter reads process.env
.env.example holds placeholder values only

Rollback note

revert the configuration adapter code; no data migration is involved
