Parent epic: [E00] Repository and runtime foundation (#28)

Intent

Provide a CI pipeline whose pull-request stages enforce quality from frozen install through builds, with a container/Compose smoke stage on main/release branches.

Acceptance criteria

CI runs frozen install before later stages
CI runs a typecheck stage
CI runs a formatting/lint policy stage
CI runs unit tests
CI runs architecture tests
CI runs PostgreSQL integration tests
CI builds the admin and server applications
main/release branches also run container/Compose smoke

Explicitly out of scope

Docker Compose baseline stack (E00-S02)
configuration service validation (E00-S04)
PostgreSQL adapter and migration runner (E00-S03)
workspace bootstrap manifests (E00-S01)

Test plan

pull request pipeline runs the required stages in order
main/release branch pipeline runs the container/Compose smoke stage

Rollback note

revert the CI workflow configuration file; no application data change
