Parent epic: [E14] Disable/re-enable safety (#42)

Intent

Disable an extension so its contributions disappear while its data and settings remain stored for later re-enable.

Acceptance criteria

  • Disabling an extension deactivates its contributed routes, content types, blocks, sections, and themes.
  • The extension's data and settings remain stored after disabling.
  • Stored content referencing the extension degrades safely per the missing-block behaviour.

Explicitly out of scope

  • The missing block fallback renderer (E14-S02).
  • Re-enabling an extension (E14-S03).

Test plan

  • Disable an extension and assert its contributions are no longer served while its settings rows remain in the database.

Rollback note

  • Re-enable the extension to restore contributions; no data migration is required.
