Parent epic: [E14] Disable/re-enable safety (#42)

Intent

Ensure stored content that references a missing or disabled block remains renderable publicly and admin-recoverable.

Acceptance criteria

The public page still renders when content references a missing or disabled block.
A safe unavailable-content placeholder may be emitted and no raw unknown props are rendered.
Admin shows the missing dependency and preserves the original payload without silently deleting the block.
The owner may explicitly remove or replace the missing block.

Explicitly out of scope

Disabling an extension (E14-S01).
Re-enabling an extension (E14-S03).

Test plan

Render content referencing a disabled block and assert the page renders with a placeholder and the payload is intact in admin.

Rollback note

Restore the disabled extension to resume normal rendering; the payload was never deleted.
