Intent

Make stored content referencing a missing block renderable and admin-recoverable.

Acceptance criteria

Stored content remains renderable publicly and admin-recoverable when a block is missing.

Explicitly out of scope

Disable (E14-S01) and re-enable (E14-S03).

Test plan

Render content referencing a missing block and assert placeholder rendering with an intact admin payload.

Rollback note

Restore the extension to resume normal rendering; payload was never deleted.
