Parent epic: [E14] Disable/re-enable safety (#42)

Intent

Re-enable an extension so its original data and configuration return intact after disablement.

Acceptance criteria

Re-enabling an extension restores its original data and configuration.
Previously disabled contributions become active again.
Persisted settings and data remain intact across the disable/re-enable cycle.

Explicitly out of scope

Disabling an extension (E14-S01).
The missing block fallback (E14-S02).

Test plan

Disable then re-enable an extension and assert its contributions and persisted settings match their pre-disable values.

Rollback note

Disable the extension again to remove contributions; data and settings remain stored.
