Parent epic: [E15] Theme runtime (#43)

Intent

Complete the ThemeRegistry so the runtime can register, list, and resolve themes under the ThemeDefinitionV1 contract, including the site default and the emergency fallback.

Acceptance criteria

  • registerTheme accepts a valid ThemeDefinitionV1 and adds it to the registry
  • listThemes returns every registered theme definition by its ID
  • getTheme returns a registered theme or a controlled fallback
  • getSiteDefaultTheme returns the configured site default theme
  • resolveTheme applies visitor preference, then site default, then core fallback

Explicitly out of scope

  • Amber extraction audit and theme settings (E15-S02, E15-S03)
  • Theme component gallery and failure scenarios (E16-S01, E16-S03)

Test plan

  • Unit-test each registry operation against the ThemeDefinitionV1 contract

Rollback note

  • Revert the registry implementation; no data migration is involved
