Intent

Implement the complete ThemeRegistry surface: registerTheme, listThemes, getTheme, getSiteDefaultTheme, and resolveTheme.

Acceptance criteria

All five registry operations are implemented and exported
Each operation is covered by a unit test
resolveTheme follows visitor preference, then site default, then core fallback

Explicitly out of scope

Amber extraction audit and theme settings (E15-S02, E15-S03)

Test plan

Run the registry unit tests against the ThemeDefinitionV1 contract

Rollback note

Revert the registry implementation; the registry holds no persisted state
