Intent

Add theme-provided settings so a theme declares what is configurable rather than exposing every CSS variable by default.

Acceptance criteria

Amber exposes an accent override setting
Amber exposes a content width setting
Amber exposes a font scale setting
A theme declares its own configurable settings instead of exposing every CSS variable

Explicitly out of scope

Complete ThemeRegistry operations (E15-S01)
Theme component gallery and failure scenarios (E16-S01, E16-S03)

Test plan

Validate the theme settingsSchema against supplied setting values

Rollback note

Settings are configuration only; revert the schema without data migration
