Parent story: [E15-S03] Theme settings (#108)

Intent

Implement the restrained Amber settings so the theme chooses what is configurable.

Acceptance criteria

  • Amber exposes accent override, content width, and font scale settings
  • The theme declares settings rather than exposing every CSS variable

Explicitly out of scope

  • Complete ThemeRegistry operations (E15-S01)
  • Theme component gallery (E16-S01)

Test plan

  • Validate supplied values against the theme settingsSchema

Rollback note

  • Settings are configuration only; revert the schema without migration
