Parent epic: [E16] Theme contract verification (#44)

Intent

Verify that theme failures degrade to the emergency core fallback so every public request still renders.

Acceptance criteria

A removed configured theme falls back to the core fallback
A disabled theme falls back safely on public requests
An invalid theme manifest falls back safely
A missing theme asset falls back without a blank page
A visitor preference referencing a disabled theme falls back safely

Explicitly out of scope

The Test Light theme (E16-S02)
Theme settings administration (E15-S03)

Test plan

Run an integration test for each failure scenario and assert a rendered page

Rollback note

Revert any fallback hardening; no data migration
