Verify each theme failure scenario degrades to the core fallback so public requests still render.

Acceptance criteria

Removed, disabled, and invalid-manifest themes fall back safely
Missing assets and disabled-theme preferences fall back safely
Every public request still renders a page in each scenario

Test Light theme (E16-S02)
Complete ThemeRegistry operations (E15-S01)

Test plan

Run integration tests for each failure scenario and assert a rendered page

Rollback note

Revert test and fallback changes; no data migration
