Intent

Render core.chart blocks of type line, bar, area and scatter server-side to a single inline SVG as pure functions.

Acceptance criteria

Render core.chart blocks of type line, bar, area and scatter server-side to a single inline SVG
Accept chart data as CSV or JSON block props
Keep renderers pure functions with no headless browser, no client bundle and no network
Enforce configurable limits of 2000 points and 12 series by default, failing at save time with a clear error

Explicitly out of scope

core.diagram Mermaid rendering is covered by E31-S02
The shared accessibility contract is covered by E31-S03

Test plan

Render each chart type and assert a single inline SVG with no literal colour values

Rollback note

Roll back the chart renderer; content records are unchanged
