Intent

Implement the core.chart renderers for line, bar, area and scatter.

Acceptance criteria

Render core.chart line, bar, area and scatter types server-side to a single inline SVG
Accept data as CSV or JSON props and enforce the 2000-point and 12-series limits at save time

Explicitly out of scope

Mermaid diagram rendering is covered by E31-S02
The accessibility contract is covered by E31-S03

Test plan

Render each chart type and assert a single inline SVG with no literal colour values

Rollback note

Roll back the chart renderer; content records are unchanged
